Actual live rock covered in stuff? Tampa Bay Saltwater, they sell something called "The Package" designed for cycling a tank. This stuff is amazing and will cut minimum 6 months of maturation on a new tank but any live rock will have hitchhikers you don't want. You have to be prepared to spend many hours pulling things like mean gorilla crabs and mantis shrimp out. Also not cheap, think a 40g package is $500 but comes with sand, rock and cleanup crew. Both FJW and Oceanlife here in town sell cured rock that I know of and are pretty good quality. These won't have the same kind of life that the Tampa Bay stuff has, they cure theirs in the gulf, as it is just cured and not full on live rock, but will have less things like bad crabs. Still chances of pests though. I've tried multiple types of live rock for cycling a tank and honestly you are best off with dry rock and something like Turbo Start. Maturation of the tank is slower but will have less headaches along the way. If you can get a piece of established live rock and or a scoop of sand from a trusted friend or reefer to seed your tank is probably the safest way, though not risk free itself ether.
