I am just posting this for everyone's benefit. It really doesn't make a difference to me but is some beneficial info to anyone collecting at Galveston, Port Aransas or any Texas beach/jetty.
This is the response provide to me when contacting the Parks and Wildlife Dept about our collection trips.

Provided the fish, shrimp, plants and live rock collected will not be resold, any adults involved would need to have their fishing licenses and a saltwater stamp. Children under the age of 16 are exempt from this requirement. There is, of course, no collecting allowed in any state park.
As far as the collecting of live rock and plants from the area, although it is not prohibited, we do advise strongly against it. The reasons for this are that, as you know, live rock and plants provide an important base for an ecosystem. Removing very much of either of these from an area can lead to a reduction in the natural productivity and filtering ability of the ecosystem.

I have seen alot of livestock in the FS forum and have a few concerns with this. I trade these items or give them away. It is illegal to sell items collected from these areas. I just don't want to create problems for anyone of us on our upcoming collection events. I spent more time on this, so this is my $0.25.

Two years ago, I would have sold the peppermint shrimp and did so at a frag swap but last year before the PA trip I got this info and until now did not see it as a problem. You be your own judge.
