I’ve never seen a regular trash can that’s NSF. Where do you shop at?Many are NSF and the ones I use are... It's easy to look for the symbols on the bottom of the can and beats paying hundreds for a 5 gallon container.
Yes Polyvinyl chloride or PVC is reef safe. It doesn't break down in saltwater like a lot of plastics do. Flexible PVC is not reef safe though, as it contains plasticizers that will break down in saltwater.You guys use PVC plumbing for your sumps. It is a form of plastic .. is it aquarium safe? Just curious.

Yeah amazon is a bit of a rip off for that kind of stuff for whatever reason. The Rubbermaid Brute line is all reef safe and comes in a bunch of sizes, 10g to 300g anyway, and you can usually get them at places like home depot and lowes. I use 20g Brute totes for my top off containers, only 15-20 each if I recall.They sell them on Amazon but they are pricy for plastic bins.
