that's not generally possible as described since it most likely has a single speed ac motor, but we might be able to help you achieve your goal with some more information - what type of filter (cannister, overflow, etc) , how big, what you see it doing in your tank that makes you want to slow it down, maybe even brand or a pic of the filter and of the tank...more than likely, your best bet will be to redirect/diffuse the flow

Look into Aquaclear. They make some nice HOB filters and they’re controllable. You just need to size it for your 29. I have some for sale if you’re interested in the for sale forum. PM me if interested.
