So I have a 210 gallon that's been running since February, all rock was second hand and live. I just bought a 20g Saturday during the bus tour. Do I need to cycle the 20g if I put 20lbs of rock out of my 210?

Nope, that amount of live rock should allow you to bypass the cycle.
