I think most of the white you're seeing is growth. However, that one area where most of the branch is white is probably dying. I wonder if it's close enough to that torch that it's getting stung.

Oh ok thanks…yeah that one area was closed to the torch but I’ve moved the torch a little bit away from it since. It turned brown for a while and now a little bit of the green coming back on some spots of the branch
