HLLE from the look of it. One of the worse I've seen. Bad diet and/or poor water quality. Need vitamins and trace elements badly. Pump full of vitamins and nori and remove any activated carbon (low quality carbon dust gets on/in the fish and can hurt their immune system in several ways).

His condition however is due to being bullied by a couple damsels in a small tank before being rescued by another Marshian. He is by far the best fish Ive ever had
