Well it has been ages, but I am back. I have a question.
I was forced to give up my corals and fish when I left
town for a job assignment. My liverock on the other hand
was left in the tank with no circulation or filtration. I know
the L/R can filtrate, but I noticed dead bristle worms. The
tank has been this way for a couple of months. GFI plug tripped
and know one noticed. I came home and found it this way.

Now that I am back I want to get the aquarium going again.

Is the rock and sand I have ok to use or should I trash it all?

Your rock should be ok to use, that being said it probally isnt Live Rock any more, just base rock. I would get a few lbs of LR to seed it. Over time it will become alive again.

I 2nd the vote that liverock should be fine to use. But its just base rock at the moment. The sand should be good to use as well. I would probably just go and a couple cups of sand from different individuals to seed your sandbed as well. Eventually that will be live again. Just takes time and patience. :p

I'd probably give the sand a rinse and seed it with a cup or 2 of someone elses live sand also.

And obviously replace the majority if not all of the water.
