I've seen it eat through concrete... I wouldn't do it.

If you want to test it, get a small scrap piece and dunk it in some acid.

You can clean PVC with muriatic acid but, you need to heavily dilute it with water and put a pump in the mixing vat to keep it agitated. Muriatic acid is denser than water and it will settle to the bottom of the container.

Muriatic acid is nothing more than Hydrochloric acid (HCl) and is missable in water (completely dissociates). HCl will not degrade PVC unless exposed to it for long periods of time, so you will be fine. I work in a geochemistry lab where we use concentrated HCl to clean everything, mainly teflon (more chemically inert than PVC, but, eh). HCl is good at leaching most everything from porous surfaces except High field strength elements (Zirconium, Hafnium). Just rinse well several times to make sure you sufficiently dilute any remaining HCl on the PVC before using on your tank.
