I need to add something to my tank that is going to help keep my sand bed clean and keep it turned. Any suggestions?

but a dragon will eat every pod in the sand -- sort of negates the reason to have a sand bed, eh?

Any suggestions for a smaller tank, like a 38-gallon. A queen conch sounds good, but I am wondering if that will be too big for that tank.

Make sure you have enough for one to eat. These guys will starve without enough in the way of diatoms/cyano to munch on. They are bigger than most snails (as a general rule) so their calorie requirements are larger, as well. Remember, too, that they don't do rockwork, so algae beyond where they can go does them no good.

Mine do rockwork, even top rocks. I have even seen them cleaning the glass. I have 2 that I bought at global in my 29G
