Yes, anemones expel their water to some extent and re-inflate. They will usually do this partially each night. If we are talking extreme deflation where the tentacles get string like, then that would usually indicate a PO'd nem.
Anemones go through cycles like that to exchange the water inside them. Some of mine do it a couple of times a day. Usually they close up at night and open up the next day. Some of them also close up some when they are eating something.
