i bought a fish from lfs, wen i check the water found that the sg it was at 1.012, all fish in the store looked good to me, but what is the purpose of keeping salt at that level?,

fish don't tend to get sick as much. Plus it saves the store on money for salt.

an SG of 1.012 is a little lower than most would accept, even as hypo-saline. Most of the "low-end" SG readings should be no less than 1.019, and that should not be continued for long periods of time due to the problems that stress the livestock.....

A lot of places will do that to kill parasites, but the sad thing is that you can't kill ick until the SG drops to 1.010, so all they are really doing is stressing the fish.

The other problem is that fish can tolerate a drop in salinity much easier than they can an increase. It can take days to properly acclimate a fish from a SG of 1.012 to what we usually keep in our tanks, so again it just increases the stress on the fish when you bring it home and add it to your tank.
