That really depends. WHen you turn off the pump, some water will flow back into the sump from the return, and from the overflow.

What I would recommend is to see how much water comes back in (make sure you have a siphon hole on your return), and put the water level a few inches below that.

(A more detail description of your setup would help us too...)

Is the protein skimmer in the sump?

Running the pumps in the sump or plumbed outside the sump?

Either way I would fillit 3-4 inches above the inlet for the highest pump, and go from there.

Not sure on how that particular protein skimmer works, some require the sump to be at a certain level, some dont.

Are you speaking of a backpack?/sump Im a little confused on what exactly you have pics would be great. If I were you I would call and ask the person I got the set up from. Its hard to understand somone elses set up till you get it running and have time to get used to it. Im just getting used to the new one I got.
P.s everyone has helped me alot here and has been more than hapy to do so.

you dont want bioballs if you're building a reef tank. Your liverock will take care of the needed nitrifying bacteria.

I agree with boosted. Bio-balls are crap! You'll have more trouble with them than using your house water! A good use for the bio-balls is a substitute for a badminton birdie! LOL! JMO!
