I am running a BC29 now with bio balls but got a prizm skimmer that needs to access the back middle container where the bio balls are, can i just move the bio balls to another compartment and raise the back water level without throwing off the tanks balance? Do i still need the bio balls? and how important is that trickle down effect on the balls now?

I would hookup the skimmer to the back of the tank and let it start doing it's job... over the next couple of days start removing the bio balls...
When I used Bio balls I always had a nitrate problem.
After I replaced them with LR, RDSB, and cheato in the refugium the problem went away.
