Yep. Sometimes even if it seems like an area is mid or low flow it's still a bit too high for them to fully extend without risking damage. Mine have always puffed up huge when there was very little flow.
I like to put mine in "indirect high flow" (i.e have a powerhead pointing JUST over them, so they get the negative draw of the current, instead of the current blowing on them)...
My one hammer gets HUGE when it's happy like that....
