Since I lost everything this past week and don't want to reinvest my time and money quite yet I am thinking about setting up the tank as a freshwater/brackish puffer tank.

My question is this. I would like to use my rock from my reef tank in the new tank but don't know what I should do to it before I put it into a new tank. I want to kill off anything left on the rock from the reef tank. Should I boil it? Soak it in bleach water? Any suggestions would be great.

Let it sit outside. The organisms die out and the smell will go away in a week or so. I have about 200/lbs of used to be LR that is just sitting in the backyard. Don't leave it in the garage, the smell is pretty bad.
