so I have this white stuff that slowly appears on the glass and top, skimmer, and other external parts it's white and kinda grainy but I have no idea what it is. and it is NOT INSIDE the tank only the outside so I have only now asked since I have had much much much bigger problems till now

ok but if i can i guess this is a bad question to ask so dont judge me but is there a chance fish would eat resin because some escaped my filter and into the tank (its deionized resin to get rid of copper cupimie) and if a fish did eat a pellet would he just die or would he be ok

Just wipe it off when you do tank maintenance. Don't dump it back into the tank or on corals as you can burn them.
I always push the excess salt back in my tank, figured why waste the salt. Never seen it burn my corals though.
