You need to have a skimmer running if for nothing else, to rule it out. Not to mention a skimmer does a great job of oxygenating the water.
I can tell you that when I notice my skimmer getting a little dirty and not producing as much skimmate as it normally does, it coincides with my PO4 shooting up.
If you have low PO4, one thing you can do is take your skimmer off line. So if you have high PO4, the opposite should be true. Even skimming a little wet would be preferable until PO4 comes down some. The drawback to skimming wet is that you have to empty the cup more often.
