Where can we get co2 refills here in town?
This is the place I use. Cheap and quick, unless you get unlucky and there are a bunch of people waiting but it's usually empty or near to it, and right down the street from me lol.Well, after sorting through the avalanche of responses, I did find this place

Agreed. That’s nonsense. A 10lb tank can fill to 10lbs of CO2 no problem.How full is the tank usually?
They told me for safety reasons only 80%…that can’t be right.
Carbonics fills the tanks and certifies them. I buy my CO2 and beer gas for our kegerator from them. Any brew shop should be able to fill CO2, but they won’t get it full. A trick when you’re having them fill it is to freeze the tank prior to taking it in. The colder the tank is the more CO2 that the brewing store will be able to get into it. All industrial gas suppliers I’ve been to do exchanges like you said, but when you do that you don’t need to worry about the tank being out of certification. The downside is the tanks are U-G-L-Y. Lol! That’s why we have our tanks filled and certified. They’re nice aluminum tanks.Well I called like 6 industrial places and all they did was exchanges. So I was happy to find one that refilled. Co2 hard to find theses days anyways.
80% is a standard practice for any gas cylinder, because if it’s too full the pressure will increase a lot as the temperature increases. This is because the dead volume at the top of the cylinder is so small that it doesn’t allow for expansion of the gas. So if they filled it to 100% and then you put it in the trunk of your car and went shopping it would increase in pressure and possibly exceed the pressure of the relief valve.Agreed. That’s nonsense.
